The "IUSR_" and "IWAM" user accounts (sometimes call the IIS guest account) are the system accounts that a Website impersonates when executing ASP. These accounts need WRITE access to the /common, /images and /library folders. If using Access, this account also needs WRITE permission to the database folder where the PortalApp .mdb file is located. To check or set permissions in IIS, go to the Microsoft Management Console and right click on the PortalApp Web site instance, select Properties and navigate to the Security tab.
